A fin de asegurar la recepción y almacenamiento de hidrocarburos, este intercambio de información permitirá a ambas instituciones identificar las necesidades de infraestructura energética portuaria y con ello, los proyectos requeridos para desarrollar las terminales marítimas. Al mismo tiempo, estos proyectos representarán oportunidades de inversión en los distintos puertos del país.
De igual modo, mediante el convenio se delinearán las estrategias para impulsar el desarrollo de la infraestructura portuaria con el objetivo de incrementar la eficiencia en los mercados energéticos. Con la firma de este convenio ambas instituciones podrán:
Colaborar en el desarrollo de un Programa Maestro Energético Portuario que fomente el desarrollo de puertos, terminales e infraestructura energética portuaria.
Promover la asesoría, consultoría y la emisión de opiniones en el ámbito de su especialidad.
Facilitar la consulta e intercambio de las bases de datos, a través de los medios y procedimientos establecidos de común acuerdo, con excepción de aquellas que estén sujetas a reserva, secrecía y/o confidencialidad.
Otorgar asesoría mutua en la elaboración, composición y aplicación de las metodologías utilizadas para la obtención de los índices e indicadores empleados en el ámbito de sus competencias.
Organizar de manera conjunta cursos especializados, seminarios, talleres, conferencias y actos académicos para la especialización de los funcionarios de cada una de las instituciones.
Con el propósito de avanzar en el desarrollo y cumplimiento del convenio; tanto la CRE, como la Coordinación General de Puertos y Marina Mercante, designarán grupos de trabajo como responsables de la planeación, determinación, desarrollo y seguimiento de las acciones y compromisos que deriven del mencionado convenio.
