La Agencia Espacial mexicana (AEM) colabora con la Dirección General de Normas (DGN) de la Secretaría de Economía (SE), redoblando esfuerzos conjuntos a fin de desarrollar normas mexicanas para impulsar el componente satelital industrial del sector aeroespacial nacional, que redundarán en beneficio de esta industria con gran potencial para el país.
Así lo anunció el director general de la AEM, Javier Mendieta Jiménez, quien precisó que para tales efectos este 9 de marzo de 2018 se publicó en el Diario Oficial de la Federación (DOF) el Aviso de Consulta Pública del Proyecto de Norma Mexicana PROY-NMX-AE-001-SCFI-2017, «Sistemas Espaciales-Diseño de Satélites Cubesats (Satélites miniaturizados) – Requisitos y Clasificación».
Con la actual tendencia tecnológica a la miniaturización, indicó, el diseño y construcción de los nanosatélites acelera su paso en México, gracias al talento y entusiasmo de nuevas generaciones por insertarse en este mercado, que representa internacionalmente una derrama de más de 4 mil millones de dólares y miles de empleos.
Explicó que este proyecto fue desarrollado por el Comité Técnico de Normalización Nacional del Espacio (Cotenne) creado en 2015, e integrado por miembros de la AEM, la academia, empresas, gobierno, y personas físicas y morales vinculadas con la actividad espacial. Los beneficios potenciales de estas normas son múltiples, pues su objeto es posibilitar a México para participar en varios aspectos, por ejemplo, la competitividad, que si bien no son aún tan ampliamente conocidas, estas NMX a mediano plazo jugarán vital papel en el ambiente económico y social, permitiendo a la industria competir y proyectarse a nuevos mercados.
Y es que la experiencia internacional demuestra que fomentan la eficiencia, pues las normas permiten estándares para desarrollo y fabricación, para así proporcionar productos y servicios más eficientes, seguros y confiables, al tiempo que dan facilidad en procesos de contratación: las normas, que establecen los niveles de calidad de los productos espaciales a nivel internacional, permiten negociaciones más seguras y con mayor certidumbre.
Al mismo tiempo, como señalan los expertos, este tipo de normas promueven a las pequeñas y medianas empresas a participar con más certezas en la cadena de valor de la actividad industrial, y se difunde el conocimiento, ya que con ellas se informa a la comunidad sobre el estado del arte en la materia (“Trendings”) y se estimula su participación en el ambiente internacional.
Con tales beneficios en mente es que se construyen estas normas, agregó Mendieta, por lo que el desarrollo, validación, estandarización y certificación, se armonizan con estándares internacionales acordes a la normatividad del sector con las normas NMX y NOM, que permiten competir y dar seguimiento a la evolución tecnológica, y actualizar a la comunidad de estos cambios.
Destacó también, que conforme a la vocación colaborativa de triple hélice (academia-industria-gobierno) de la AEM, y de conformidad con el artículo 51-A de la Ley Federal sobre Metrología y Normalización, este proyecto de norma mexicana se ha publicado en modalidad de consulta pública a efecto de que dentro de los siguientes 60 días naturales los interesados presenten sus aportaciones.
