A tan solo dos semanas de la obligatoriedad en la nueva versión de la factura electrónica, el SAT anunció que tan solo 50% de la base total de los contribuyentes habría migrado a la 3.3, lo que se traduce en aproximadamente unas 2 millones de personas. Durante 2017 han sido muchos los esfuerzos de comunicación del SAT y de los Proveedores Autorizados de Certificación (PAC) para convencer a los contribuyentes de que no dejen para último momento esta migración y lograr un acercamiento con esta nueva versión.
Sin embargo, esto no ha sido suficiente para adecuarse a las nuevas regulaciones, por lo que el 2017 dejó tres puntos a analizar de cara al 2018.
Mitos
Los mitos sembraron dudas e inseguridad y, a su vez, complicaron el panorama de la migración desde julio del 2017. Uno de los más importantes mitos fue que el Servicio de Administración Tributaria (SAT) sería el único beneficiado con esta nueva versión.
Sin embargo, los cambios como parte de la actualización, permiten que la información sirva para brindar mejores servicios como alimentar los procesos y hacerlos más eficientes, adoptar medidas de simplificación como: Prellenado de declaraciones y pedimentos y hasta simplificar la contabilidad electrónica.
“En cambios anteriores sí se lograba entender el mensaje de beneficio a los contribuyentes y los cambios se aceptaban como parte de una evolución tecnológica, sin embargo, en esta nueva versión la percepción fue diferente, los contribuyentes creen que es beneficio para el SAT y esto ha contribuido al rezago de migración”, apuntó Edgardo Martínez, director general de Gosocket México.
Prórroga
Las prórrogas emitidas por el SAT han hecho que los contribuyentes crean que responden a su no aceptación de la versión y que éstas van a continuar hasta que se decline, la falta de mano dura para las fechas de obligatoriedad han sido un motivo para que se deje hasta último momento la migración.
Hasta ahora, la última declaración hecha por el (SAT) apunta que las fechas límites para emitir la nueva versión de la factura y sus nuevas modalidades son:
1 enero de 2018: Obligatoriedad para emitir la versión 3.3 de la factura electrónica.
1 de abril de 2018: Fecha límite para iniciar con la emisión de los Comprobantes de Pago en su nueva modalidad.
1 de julio de 2018: Fecha para iniciar con la nueva regulación en cuanto a las Cancelaciones de las facturas o comprobantes de pago.
Adecuación tecnológica/ adecuación de procesos de negocio
Adecuar los procesos de negocio a esta nueva versión requiere de análisis por parte del contribuyente, pero también se vuelve necesaria la inversión de recursos para integrar los nuevos catálogos y modificaciones a la factura electrónica, cuando el contribuyente cuenta con soluciones de software, ya sean éstas de alguna marca en particular o bien de desarrollos hechos a medida.
Las PyME y los pequeños contribuyentes son, en este punto, los más afectados, pues al no prevenir con tiempo estos gastos tendrán que desembolsar una fuerte cantidad, de un día para otro, para tener dichas actualizaciones.
“En el caso de los PAC, queda claro que la autoridad nos puso a trabajar con inversiones grandes para adecuaciones a los sistemas, sin embargo, se hizo y esto no ha tenido que complicar el uso de los contribuyentes con las facturas electrónicas, por ejemplo, con Gosocket estos procesos son automáticos una vez que se llenen, pues de ahí deriva en la automatización del llenado en futuras emisiones”, dijo Edgardo Martínez.
